You have joined the most unique fantasy football league available. We are Pro Bowl NFL!! We are a 32 team contract/salary cap league. Every NFL Franchise has a General Manager (GM) who is responsible for all aspects of team management. The Pro Bowl NFL is a league that attempts to mirror the NFL in many ways, but has some differences to make it more fantasy relevant. In trying to get the league to be like the NFL, it takes a certain understanding by owners that certain problems arise from time to time from a fantasy perspective. This may cause the league to divert from mirroring exactly like the NFL all the time. This is why the rulebook and rules have to be modified and new things need to be adapted. We want to be similar to the NFL but still keep the integrity of the league in tact that works with a fantasy football league as well.
It is an intricate balance between the two, and sometimes it cant always be like the NFL.

☆TEAMS AND DIVISIONS
The league will consist of the 32 teams divided into 2 Conferences, The National Football Conference and the American Football Conference, with 4-teams in each of the 4 divisions NFC North, South, East, and West AFC North, South, East, and West.
☆MFL:
We will use the MFL website for scoring, standings, and determining draft position, as well as maintaining rosters and salaries. All GMs must register and use MFL to set weekly starting lineups...
MFL will be used for all players on each team's roster, including Injured Reserve. MFL rosters should always be accurate and up to date. If there are any issues, please let the Commissioner know.
☆Rules Re-Evaluation
•All rule changes are at the discretion of the commissioner.
•The Commissioner has the right to change and/or modify any rules for the integrity of the league without league votes or polls.
•Any poll put out for new or modified rule changes, by the Commissioner, between Week 1 and Week 16, requires a 100% vote to take effect immediately.
•If a vote taken after Week 1 receives 51% or more it will take effect the following season.
•Abstentions from the pols will be considered as “neutral” votes and will not be taken into effect when calculating poll % results. (Meaning if 2 owners don't vote the percentage will be taken out of 30 teams and not 32)
•Any rule changes by the Commissioner are final.
•All poll votes will be final.
•Any unforeseen rule situation not specifically covered in these bylaws will be determined by league commissioner with consultation of the league Admins.
☆Franchise Ownership
The commissioners of this league expect a certain level of commitment and participation. Participation is the lifeblood of a fantasy football league
•A GM may not own more than one franchise at any given time.
•If a GM just up and quits, or is expelled from the league, a new GM will be sought after immediately. In other interim , the Commissioner will take over the team. No adds/drops or trades (Players and/or picks) will occur at any time during the remainder of the season.
•It is your responsibility to draft, buy FA’s, and when you do trades ensure you have your Bye weeks covered, any possible injuries to your stud players, and possible different line up formations used to submit full lineups weekly. You need to build your team with depth at positions to cover these issues during the season, to insure a full roster each week.
•GM’s are responsible for knowing and following the league rules, bylaws & schedules.
•GM's are responsible for ensuring that their team has current contact information.
•GM's are responsible for responding to DM's from the commissioner or other owners in a timely manner. (48 Hours)
•GM’s are responsible for taking part in league votes and debates.
•Failure to respond to trade offers will not be accepted.
•Failure to follow or participate in any league function or schedule will not be accepted.
•GM’s also should understand that a high level of participation is also required during the off-season.
•In the event that you will be away for an excessive period, you should notify the commissioner.
☆Orphan Teams
☆WHEN A TEAM BECOMES AN ORPHAN THE FOLLOWING WILL APPLY.
•In the case that there are multiple vacant franchises, replacement GM's will have a choice as to which franchise he or she would like to manage and operate among those vacated franchises based on first come, first serve. .
•The Commissioner may act as a proxy for another franchise upon request for a short period of time due to the nature of the request. Any franchise that is currently controlled by the League Commissioner for any reason will not be allowed to participate in any transactions.
☆REPLACEMENT GENERAL MANAGER – CONTRACT AMNESTY
When a replacement General Manager takes over a vacant team, the new GM will have 72 hours to notify the commissioner if he/she will take the option of applying a contract amnesty. The amnesty will consist of voiding up to 2 contracts on his/her roster, which means 1-2 players are dropped and will become a free agent without salary cap penalty.
☆Schedules
12 Week regular season - Play all teams in your division twice, 1 home game and one away game. A random in conference division will be selected to play your division, you will play those 4 teams 1 time. 2 games will be played out of conference, 1 random division, 2 teams. We will mimic the current NFL season as close as possible.
Playoffs
Playoffs will start in week 13. A total of 14 teams will be selected for the playoffs (7 per conference). The 4 Division winners are automatically entered into the top 4 seeds of the playoffs. The top seed, #1, will be determined by the best Conference record of the Division winners and will be awarded a 1st round bye. The other 3 seeds for each conference will be awarded as shown below.

Note: Head to head record may only be used In a multi-way tie-breaker to remove a team from the tie-breaker if that team beat or lost to ALL other teams involved. In that case the team either wins or loses the tie-breaker and the remaining teams are then compared (if needed).
First round of playoffs will pit seed 2 vs. 7 and 3 vs. 6 and 4 vs. 5 in each conference but matchups will be reseeded for the second round. #1 seed will play the lowest remaining seed. Home teams will be the highest seed of the matchups.

☆Rosters
•Each franchise in this league will maintain an in-season active roster in accordance to the minimum and maximum players listed in the tables below. You will not be able to go below player minimum at each position.
•It is the GM’s decision on how many players to carry at each position.
•During the off-season (Day after the League Championship till the cut downs) there will be no minimum/Maximum roster size (35/53)
•The final cut down date for rosters will be September 7th. On final cut down day, each owner must trim their roster to league maximum of players.
•All teams can roster 3 QB's on its active roster. Owners can draft as many rookie QB's as they want though, but only 3 can be on your active roster after final cut day. If you have more than 3 QB's already on your active roster, after final cut day, you will have 24 hours to drop a QB.
•Each franchise will have a hard salary cap of $200 million that they may not exceed. Salary cap may not be traded at any time. Each season the salary cap will increase 10%.
☆Roster Limits:
Active rosters are limited to 53 players maximum and 35 players minimum (not including Injured Reserve). The limits are suspended each off-season to allow teams to draft, trade, and make roster moves in preparation for the upcoming season. All teams must be back within the roster limits by the league cut-down day. Our cut down date will always be September 7th of each year. All rosters must be under the maximum roster limit (53) and above the roster minimum (35) by 11:59 PM on September 7th. League management will then perform roster checks to make sure all are correct and accurate. Penalties will be in affect for any teams over the roster limit. After the roster deadline has passed, any team that acquires a player or players causing the team to go over the maximum, will have the player(s) immediately dropped. Any trade that causes a team to break the roster min/max will be considered void. The Commissioner will attempt to catch this beforehand, but it is the responsibility of each GM to remain within the roster limits.
On February 14th of each year, all players that finished the previous year on the IR must be removed and placed on the active roster.

☆ILLEGAL ROSTERS
In the event that a roster becomes illegal because of the acquisition of a free agent or for any other reason… That owner will be penalized. No transactions may be made until that roster is made legal, and all transactions that were made will be reversed.
Examples of Illegal rosters include but my not be limited to:
1. Exceeding the Salary Cap Limit.
2. Under or exceeding the limit for # of players allowed on a roster (35/53).
3. “Blatantly” not submitting the best possible lineup each week.
☆PUNISHMENT SYSTEM
We will be implementing a point punishment system. A chart has been put together with a point value designated for each offence. At years end, we will accumulate every owners offences and penalize them based off their point totals. The loss of draft picks will be penalty.

In regards to new GM’s taking over an orphan team, at this point, any punishment accumulated by a previous GM will be nullified and the new owner will be granted only the draft picks deducted by this punishment system.
You will still be able to trade current draft picks. We will not prevent that unless your team has already accumulated enough points to warrant a removal of a current draft picks. If you don't have any draft picks to match your teams punishment penalty at seasons end, then we will take them from the following season.
If you will miss your turn in the rookie draft you will be punished two points for missing your pick plus miss your pick until you log on and then you will have the next pick. If you pre rank your draft picks and you missed your pick but it was picked off of your draft list then you will NOT get penalized for missing your turn as you have prepared in advance and have ranked players remaining on your pre ranked draft list.
☆Injured Reserve
• Each team will have Limitless IR spots.
• If you place a player on IR, his salary will only count 50% towards the cap while he is on IR. Once that player is off IR, his salary will be back to 100%. Remember team salary cannot go over the hard cap, you may have to make adjustments to your roster to return this player and stay under the cap limit.
• For a player to eligible for IR, they must be on the IR in the NFL. Suspended players cannot be placed on IR
• Teams will be eligible to and must take a player off IR 24 hours after the NFL team has withdrawn the player from their IR
• During the off-season, players are not eligible for IR
• Once a player is on the injured reserve list, the team may acquire a free agent to fill the empty spot on the main roster (In accordance with acquisition rules).
• An IR players can be traded and/or released.
• Injured Reserve may also include players on NFL PUP (Physically Unable to Perform). If those players are reactivated after the 6th week, they must be removed from IR and will become subject to normal roster limits.
☆Submitting Lineups
Under extreme circumstances will the commissioner or co-commissioners set your lineup for you, but like I said, the circumstances must be extreme for us to do it.
Starting lineup Requirements
Owners may not start any injured players (Players declared out) or bye week, unless you have no other option.
Lineup Deadlines
Lineup deadlines are per day. Lineup deadlines are at kickoff of each players start of their game that day. Here is an example:
• Thursday game kicks off at 8:30PM, so the deadline for Thursday’s game is 8 :30 PM
• Sunday has games at 1PM, 4PM, and 8PM, so the deadlines for ALL of Sunday’s games are those designated times.
• Monday has a game at 8:30 PM and one week where two games is played, so the deadlines for Monday’s game (s) are those designated times.
☆Trades
At no time can a team trade cap money, but a trade can be made to split salary of a traded player between the 2 teams involved in the deal.
For example: I trade Patrick Mahomes to the Bears. Mahomes contract is 45mil 2021, 2022, 2023. The Bears cannot afford 45mil in cap space and are unable to make the trade. I can offer to keep some of the salary as dead cap money to lower the cost to the Bears. So I agree to keep 10mil of Mahomes yearly salary and the Bears will take 35mil. It would look like the following. Me – Dead Cap 10M (2021, 2022, 2023) / the Bears – Mahomes 35M (2021, 2022, 2023).
•Any trade involving the same team and players in the same season will be rejected.
•Trade deadline be week 7
•Each agreed upon trade must be posted in the "Trades" forum on Proboards. Both parties of the trade must post acceptance of the trade within a reasonable time (the poster of the trade is assumed to have accepted). Draft picks may be traded up to two years in the future. RFAs with expiring contracts may not be traded until they have been signed to new contracts.
☆☆☆Amendment☆☆☆ Picks may be traded up to two years in the future. The new season of trading picks begins after the current years rookie draft. Ex: it's March 2021, the league is open, you can only trade 2021 and 2022 picks. After the rookie draft in 2021, then you will be allowed to trade picks from 2022 and 2023.
Trades must include the name, position and contract terms of each player involved, the specific draft picks, and any other conditions. If a condition references statistics for a "season", it is assumed to be the entire 16 game NFL regular season (through week 17).
The trade post should resemble this proper format for a posted trade:

(This is where the posting team will post their explanation of why they made the trade.)
The accepting team will then post their reasons for accepting the trade.
The Trade Committee will then vote and trade will either be approved or vetoed.
You must have salary cap available and space on your roster in order to trade for players. Players on waivers do not count towards your roster limit. You may conditionally waive a player or players to make room for your traded for players as detailed in the "Conditional Waivers" section.
Every trade must be approved by the league Trade Committee members. It takes 3 votes to approve a trade. If there are 3 votes to veto or deny a trade before 3 votes to approve, the trade is vetoed. If either team does not have salary cap or roster space available to complete the trade, it will automatically be void. Trade committee members cannot vote on their own trades. The Commissioner encourages the trade committee members to give a brief explanation detailing why they voted the way they did.
The trading deadline will be determined when the new weekly schedule comes out.
Once the trade deadline passes, trades will not be allowed until the league opens and trading is opened according to the offseason schedule.
☆Free Agency (FA)
As in the NFL, there are two types of Free Agents - Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA). RFAs are players whose rights are still held by a team and may be re-signed after their original contract expires (according to the rules in the RFA section below). UFAs are any players that are not currently under contract by a team. Each pre-season any player who does not have RFA status becomes a UFA once his contract expires. The one exception is that each team may designate 1 Franchise players each season.
Unrestricted Free Agency begins each pre-season in April and ends each season with our Super Bowl at the end of the Week 16 Monday Night game (any bids already in progress at that time will be allowed to be completed and signed by the winner).
All Free Agent auction players who have been won during an offseason auction need to be signed to a 2 to 5 year contract. 1 year contracts are illegal during the offseason, the only time you can sign a player to a 1 year contract is during the fantasy football regular season.
•Free Agents signed for 2 years during Unrestricted Free Agency cannot be signed to an extension the same offseason
•Undrafted Rookie Free Agents that sign with teams after the NFL draft, are eligible to be bid on in free agency.
•Teams may only bid the amount of salary they have in cap space. So only bid the exact amount of money you are willing to give up.
•Players signed during the season will receive 1 year to 5 year contracts, the current year counts as 1 year. These contracts will be UFA, unless the players has under 3 years in the NFL, in which he may be signed as an RFA. The RFA contract may not extend past the players 5th year in the NFL.
•The Off-Season FA Bidding will begin approximately April 1st and continue until the Monday before the kickoff of the NFL season except will be frozen during the Rookie Draft.
•Prior to the Pro Bowl NFL League Rookie Draft only existing NFL players can be acquired during the Off-Season FA process. Once the Pro Bowl NFL League Rookie Draft is held all remaining undrafted rookies will then be available through the Off-Season FA process.
•The Off-Season FA period will be conducted as auction bidding on each FA.
•Starting bids for all FA is $520,000 or $0.52M
•The minimum bid increase will be .1 point
•Teams must meet two basic requirements to place a FA on the auction board or to bid on a FA. (1) Teams must have the salary cap space to meet the minimum salary of $520,000 or the bid amount being placed and have the roster space if the FA is picked up after the roster cut by date.
•All bids will be based on a 24 hour clock. If no one bids on a player for 24 hours, then he is awarded to the team with the highest bid.
*AFTER THE NFL's WEEK 4 GAMES END, GM's CAN SIGN FREE AGENTS TO ONLY ONE YEAR DEALS, NO RFA STATUS ALLOWED ON THESE FREE AGENT BIDS* (This is so the UFA period the next offseason will have tantalising morsels to bid on)
*AFTER THE NFL's WEEK 12 GAMES END, ONLY PLAYOFF TEAMS CAN SIGN FREE AGENTS, ALSO ONLY ONE YEAR DEALS CAN BE OFFERED, NO RFA STATUS ALLOWED ON THESE FREE AGENT BIDS*
Free Agent Bidding:
The process for signing an Unrestricted Free Agent is to create a new thread in the "Unrestricted Free Agents" sub-board under "Free Agency". The thread should have the player's correctly spelled name, NFL team and position in the subject, and a valid bid as the message. Other GMs may reply in this thread with higher bids for the player. The bidding will end when 24 hours has passed since the last valid bid.
Free Agency Sniping Rule
•If you want to bid on a player AFTER the 12 hour mark then the bidding team needs to do both of the following:
1. Identify it as a Snipe Bid
2. Bid at least 1 point more then the previous leading bid
•If you want to bid on a player AFTER the 20 hour mark then the bidding team needs to do both of the following:
1. Identify it as a Snipe Bid
2. Bid at least 2 points more then the previous leading bid
UFA Bidding System:
Contract years add value based on the following: $1M = 1 point
$ x 1.0 for 1 year
$ x 1.2 for 2 years
$ x 1.4 for 3 years
$ x 1.6 for 4 years

Players may be signed for a maximum of 5 years and your math must be correct for the bid to be valid. The minimum raise for a valid bid will be $100,000 or .1 points. You may not delete the bid, once you post your bid it is final.
*ALL BIDS MUST BE AT THE HUNDREDTH PLACE POINT. EX: .52M OR 1.52M. ONLY TWO NUMBERS AFTER THE DECIMAL.*
A GM can include RFA status in their UFA bid. The player must only have three years of experience or less to get RFA status. The RFA bid cannot exceed the players third year. EX: Jalen Ramsey just finished his second year in the league so to sign him to an RFA contract it can only be a 1year deal with RFA status. (1 year @ 2M + RFA) If a GM is signing an undrafted rookie to a RFA contract they can do a full three year deal plus RFA status.
You must have salary cap space available for a bid to be valid (remember, any Free Agency bids in which you are the leading bidder also count towards your salary cap).
During the season, you must also have roster space available for the bid to be valid (remember, roster limits are lifted during the pre-season). This means you must have less than 53 active players. Players on waivers do not count towards your roster limit. You may conditionally waive a player to make roster space (but not salary cap) for a player as detailed in the "Conditional Waivers" section below.
If a team makes a free agent bid which would put them over the roster or cap limit, that bid is invalid. The last valid bid becomes the leading bid.
Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience. Years within the league will be determined by nfl.com at www.nfl.com/players.
Teams with an RFA rights tag will offer an initial contract tender, based on the tender prices below. Pro Bowl NFL will use a baseline price for salary when it comes to determining the tender value of any player, which will be a draft pick compensation based tender. The draft pick compensation based tender or the contract extension, will serve as the initial contract offer by the RFA rights team
The baseline prices for an initial tender and contract offer will work based on our UFA rules.
Free Agency multiplier:
$ x 1.0 for 1 year

For a team to figure out the initial baseline price, the owning team will do the following:
1: Find the players extension salary.
2: Decide what tender to place on the player.
3: Decide how long of a contract to offer.
4: multiply the tender amount by the designated multiplier.
Here is an example:
The Cardinals want to offer Tyreek Hill a 1st rd tender.
1st rd tender is 6M, the Cardinals want to offer a 4 year contract.
6m (1st Rd tender price) x 1.6 (4 year multiplier) = 9.6 points
Here is the contract offer:
Cardinals offer a 1st Rd tender to Tyreek Hill.
4 years @ 6.0m = 9.6 Points.
Restricted Free Agent Bidding:
The RFA bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. The only difference is the bid must also include the specific pick(s) that are being offered as compensation (the pick may be a higher round pick or multiple round picks than the tender level).
Once an initial bid is made for a player, other teams have 24 hours to raise the bid. Once the bid has been won, the tendering GM has 24 hours from the time the bid was won to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). If no decision is posted, the winning bidder signs the player for the compensation offered. You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
*RFA Compensation Rule*
The GM that owns the RFA player can specify the year and pick desired for compensation. The pick will be based on the tender assigned but the owning team can specify a pick in the current year or the following year. The pick year desired must be posted in the tender thread.
EX: The Packers place a 2019 1st Rd. tender on Dak Prescott.
This will allow the owning team to get a more desired pick as compensation. The team can also post the compensation as "Any Year"
EX: The Packers place a 1st Rd Tender (Any Year) on Dak Prescott.
In this example then the bidding team can decide what 1st they will give. Either from the current year or the following year. If the year is not specified in the post then it is assumed to be any year which means the bidding team can choose what year to give as compensation.
This change is designed to increase the value of draft picks as now they can be used more in RFA bidding. To have two years available means that more teams will have the ability to bid on the top RFA players available.
☆Salary Cap
Each team will have 200 million for that current season.
during the fantasy football season we use a hard cap. This means, under no circumstance, can you go over the cap. This includes Trades. The salary cap will increase by 10% each season. Team salary includes the total of all players under contract (Active Roster and 50% of the Injured Reserve players salary), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap. Penalties for salary cap infractions will be given year-around
If any team acquires a player or players causing them to go over the salary cap (via draft, trade, waiver claim, or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately released with a 40% cap hit to bring the team back under the salary cap. If the player was acquired through a trade or draft pick, then the team may alternatively release the most recently added UFA(s) with a 40% cap hit to bring them back under the salary cap.
CONTRACT BASICS
A player’s base contract salary is equal to the winning bid. Contracts end when either they are cut or run their full length depending on when the player was cut.
Rookie salaries are set based on the pick used to select them. Please ensure that you have enough money to sign your rookies to their contracts. The DRAFT IS MANDATORY!!! There are salary cap penalties for cutting rookie players.
5 years is the maximum number of years an owner can add to a contact with the contract never exceeding 6 years to a player.
Contract years follow the player if traded to another team.
If a team acquires a player in a trade that will put them over the salary cap, that team must make roster moves or adjust the trade to fit that player within their salary cap. This MUST be done prior to the trade being approved.
☆PLAYER HOLDOUTS
At the end of the NFL regular season (Week17); any player who meets ALL of these 3 requirements will be a holdout: 1▪ End of the year stats (total points) place the player in the top 5 at that player’s position. 2▪ They have completed a minimum of 3 years on their contract. So the contract length must be of 4 to 5 years in length to be eligible. 3▪ Are eligible to recieve an extension the year of his pending holdout. Holdout salaries will be based on the average of the top-5 highest paid players at that player’s position. {The top paid salary and the lowest paid salary will be taken out of the equation. The 3 player salaries left will average the holdout salary (not including Franchise Players)} Original team drafted player on an Original Rookie Contracts (ORC) are not eligible for holdouts (Players on RFA status) until after their 4th completed season, and are eligible for their 1st extension, which will only affect 1st round draft picks due to no RFA status.
Example:
Josh Allen contract-
7.2M (2021),7.2 (2022),7.2 UFA..New holdout contract-16.1M (2023),16.1M (2024),16.1M (2025), 16.1M (2026)
extension for him would be in 2021. Then his contract amount goes up starting in 2023.
The commissioner will give you the Holdout amount so as you will not need to figure it out.
To resolve a player’s holdout, the owner has 3 options:
1. ACCEPT THE NEW CONTRACT DEMANDS. THE OWNER MAY CHOOSE TO ACCEPT THE PLAYER’S NEW CONTRACT DEMANDS. THE PLAYER THEN SIGNS A NEW CONTRACT THE PLAYER WILL THEN HAVE A SALARY EQUAL TO THE AVERAGE SALARY OF THE TOP-5 HIGHEST PAID PLAYERS AT THE PLAYER'S POSITION OR IF THEIR SALARIES ARE HIGHER THAN THE HOLDOUT SALARY THAN THEIR SALARIES WILL STAY THE SAME .
2. NOT ACCEPT HIS HOLDOUT AND LET HIM FINISH HIS CURRENT CONTRACT AT IT'S CURRENT SALARY, WILL NOT BE ELIGIBLE FOR A NEW CONTRACT EXTENSION AND WILL HIT UFA.
3. TRADE THE PLAYER. BEFORE TRADED, THE NEW OWNER NEEDS TO AGREE TO SIGN THE ACQUIRED PLAYER WITH THE HOLDOUT OPTIONS STILL IN PLAY.
☆Off-Season Activities:
(post the following in proboards)
Each off-season GMs must perform the following activities in preparation for the upcoming season.
•Select one Franchise Player (optional) from your expiring contracts and post him in the "Franchise Players" thread. Put his new contract amount and the word "Franchise or FT" after his name on your roster. If this is his 2nd or 3rd Franchise, please note that.
•Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player). If you do not want to tender an offer to an RFA, post him in the "Unrestricted Free Agents" thread and remove him from your roster here and on MFL.
•Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 53 players until then.
•Select players to give your Extension to (optional) and post him/them in the thread titled Contract Extensions.
•Select one player to buyout their contract (optional) and post him in the thread titled Contract Buyouts.
☆Contract Extensions
Extension Calendar:
Between January 25th and week 1; teams can extend players using the previous seasons stats.
Between week 1 and week 16; NO EXTENSIONS.
January 25th all contract years will be reduced by 1.
Only players with 2 years remaining on their contract in the current season are eligible for a contract extension.
Example
•Aaron Rodgers has two years remaining on his contract for the 2021 season which will then be reduced to one year on February 15, 2022. He is eligible for a contract extension.
•Aaron Rodgers has one year remaining on his contract for the 2021 season which will then be reduced to zero years on February 15, 2022. He will not be eligible for a contract extension.
• There is no limit to the amount of extensions a team can use in a season.
•Contract Extensions will be based on a player’s performance on his points for the season. If the player missed any games, the Commissioner will compute his full season total points based on the ppg average of the missing games. For example a player who played in 10 games and scored 132.0 points for the season would be calculated at 211.2 points for the season and the calculation of the new extension salary.
•If a player did not play in 50% or more of his NFL games (8 games) the commissioner will rank the player using the available stats from that player’s last 8 games played and project that number over the full season. This number will then be ranked into the tiers. If a rookie is extended and they do not have any games logged yet they are able to be extended for a 12.5% discount on their current salary (this extends for the startup rookies and future rookies).
The new salary will be equal to the player at that position's performance level plus an additional 5% percent. See example below:
•To determine his new salary, simply find the player’s performance rank at his position and then look for the associated salary rank. For instance, if a player ranked by performance as the 12th rated RB (after the points calculation as outlined above), then you may extend him to whatever the 12th highest salary number is plus an additional 5%; however at no time may the salary reduction be more than 25% of the current salary. As an example the player being extended has an $8,000,000 salary and is the 22nd highest RB in the league. The 22nd highest paid RB based on the league office report issued after the conclusion of week 16 is $2,250,000. The new salary would fall to $2,250,000; however at no time can the salary level go down more than 25% off the then current salary. So, in this example the player’s salary would fall to $6,000,000 (25% off of the current salary) and not the $2,250,000 which was the 22nd highest paid RB salary. Then the 5% increase will be added on. Therefore, the new salary amount would be $6,300,000.
•Teams may add as many years onto the new contract as they desire. However, a player's contract must not exceed 6 years.
•At no time can a players salary go below the league minimum of $520,000. If a contract extension calculates below that amount. The new salary will simply be $520,000.
•Players on a RFA contract can be extended as long as they have 2 years remaining before reaching RFA status. Also, if they are extended then they lose their RFA status.
☆☆☆☆EXTENSION EXAMPLE☆☆☆☆
The Jets will be signing AJ Brown to a 4 year maximum extension at 17.3 million a year. (8th best in points factoring in ppg for games missed= 8th highest paid salary for WR(16.5 mil) 16.5+5%=17.3 mil)

☆CAREER ENDING INJURY, NFL RETIREMENT AND PLAYER DEATH
•If you release a player that is placed on the NFL’s injured reserve list for a career ending injury, decides to retire at anytime of the offseason, or during mid-season, you will incur no Salary cap punishment.
•Retired players may be waived with no salary cap penalty. If a player retires from the league after you waive him, you can apply to waive the cap hit, if any.
•If you waive a player during the season resulting in a salary cap hit to your team and the player retires after the season is over you will not receive a credit to your cap. However, if you are subject to any future year salary cap hit, you will not receive any future salary cap hits.
•If you add a player who has already retired you will not be able to waive any current or future cap hits.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
☆TRADED PLAYERS AND EXTENDING THEIR CONTRACT
A player may have his contract extended, if chosen to, when he is traded in the offseason. The NEW GM who acquires said player will be allowed to extend that players contract for 1 year to a maximum amount that totals no more than 5 contract years. Players traded during the season will have to wait until the coming offseason to be extended.
Example. If Tom Brady is traded and he has 2 years left on his contract, the new GM wants to extend him to the maximum of a 5 year contract. The new GM must put down how many years TO EXTEND HIS CURRENT YEAR CONTRACT, on the trade posted " Please extend Tom Brady 3 years" that tells me you want him to have a new 5 year contract where he is serving year 1 of a new 5 year contract. Extending a traded player is an additional $2.500.000 per year to the players salary.
Example. Tom Brady who is on his 4th year of a 5 year contract gets traded to the JETS and Brady's salary is $17 million per year. The JETS want to extend Brady 4 years to give him the maximum 5 year contract. Brady's new salary will be $19.5 million per contract year. If Brady is a holdout and the same scenario is given, whichever is the higher salary will be the one awarded to Brady.
NOTE: ORC contracts cannot be extended under the trade extension rule.
*Franchise Tagged players are not eligible for an extension.*
☆Franchise Players:
Teams may franchise one player with an expiring contract each season, for the current years expiring contract. Example Tom Brady $23m (2021), needs to be FT'd in the offseason of 2022, before the 2022 season begins. If that player is traded, the team trading the player may not Franchise another player that year. The team receiving the player may still Franchise one player and maintain both Franchised players for that year.
A player may receive the franchise tag a maximum of 2 seasons in a row. The first year a player is tagged, he will follow the FT salaries as listed for that season. If a player is franchised tagged a second year by the same team, he must be paid the FT salary listed + 150%.
Franchise salaries will be based on players of same position top 10 salary of the prior season.

☆Head Coach Free Agency:
We will use head coaches in this league. We will have a free agent bidding period each offseason.
The rules are as follows:
1: Each team can only have one coach on their roster.
2: Head coaches can only be signed to only 1 year deals.
3: Head coach free agency will use the same bidding system as unrestricted free agency.
4: If a head coach is terminated in real life, when the interim coach is put on MFL then that coach will be added to the team and the terminated coach will be dropped at no waiver hit. The interim coach will play out the season on the previous coaches contract. At the end of the season the interim coach will be released at no waiver penalty. The GM will be able to go into free agency ready to sign a coach again.
5: Only head coaches can be signed, if a coach is signed that is not a head coach he will be removed from the roster.
Head Coach Minimum Salaries:
A: 1-3 Years of experience = 500,000
B: 4-6 Years of experience = 1,000,000
C: 7 + Years of Experience = 2,000,000
☆Waivers
Waiving Process
•An owner may waive a player at any time if that player’s services are no longer desired.
•Owners who waive a player will be assessed a cap penalty of 40% of that player’s salary in the current season.
Waivers:
To release a player, you must post a thread in the waiver forum containing his contract terms, if a waiver is posted without proper contract terms then it is not valid and the 24 hour clock will not start until corrections are made. Waivers will not be processed if they are not posted with the proper information. Fellow GM's will have 24 hours to claim the waived player. If he is claimed, no salary cap hit will apply. If he is not claimed you'll have to release him at a 40% cap hit for the remainder of the contract. That means if you have him signed for 3 years, the salary cap hit will apply for each of the 3 years.
A proper waiver post must contain the following:
•Title - Must have players name, position, current team or UFA if not signed.
•Players current contract length and price. ( EX- 1M (2018), 1M (2019) UFA
•Players cap hit for each year. (EX - .30M (2018), .30M (2019) UFA
*Each waiver post must have this information to be considered valid*
*One waiver post per player please - Each player that is waived must have their own thread. (No multi player waiver posts.)*
Waiver Claims:
Waiver claims must be posted on the waived player's thread within 24 hours. After 24 hours, the team with the highest "Waiver Priority" will be awarded the player and will assume the existing contract. It doesn't matter what order claims are posted. The team being awarded the player will then move to the bottom of the Waiver Priority. Waiver Priorities are reset after each season to the reverse order of finish. The priority starts the same as our draft order (set after each season's Super Bowl). Once a GM posts a waiver claim, then they are official and cannot be removed.
Waiver priority will run on the previous season record of finish, folowing the same rules as the draft order. During the inaugral season waiver priority will be the opposite order of the inaugral draft.
Conditional Waivers:
You may conditionally waive a player in order to place a bid on a free agent (or to claim a player on waivers or to make a trade) which would have put you over the roster limit. State that the player is conditionally waived pending winning free agent "X" (or being awarded a waiver claim or having a trade approved). Teams may claim this player like any other waived player, but you would retain the conditionally waived player if you do not acquire your targeted player.
Unclaimed Waivers:
If a player is waived and not claimed within 24 hours there will be a 40% cap hit for every year of the contract. That player becomes a free agent, and the same rules apply to that player as they do to all free agents. The owner who released that player will be able to enter bids for this player if they so choose.
☆Contract Buyout Rule:
If you choose to buyout a players contract, we take the average salary per year remaining on his contract, and apply a 75% buyout rate for the current year, but you will no longer be responsible for future money for that player. There will be unlimited contract buyouts per season. You may only use your Contract Buyout in the off-season just like the Franchise Tag and Contract Extension.
Example:
Dak Prescott (QB-DAL) $19,280,000 (2021) $19,280,000 (2022) $19,280,000 (2023)
The average salary is $19,280,000 per year.
So a 75% buyout would mean a $14,460,000 cap hit for the current year, but then you would be off the hook for future seasons.
☆Compensatory picks
In the NFL and in trying to keep with the NFL, there are compensatory picks given out to NFL teams. These picks handed out by the NFL, awards comp. picks to teams who lost major players through FA, and yes they even give dominate teams comp. picks also. The Pro Bowl NFL League is no different, however, in trying to maintain a competitive league, we will give owners something to play for and it helps with parity in the league. There are 2 ways a team can get comp picks, they are:
•Finishing with a below .500 (Less than 8-8 record)
•Losing a Player through free agency where that player was on your team, but you refused to sign him, and he signed with another team.
LOSING RECORD
Compensatory draft picks will be awarded to the teams who have below a .500 record. (Less than 8-8 record) The purpose of the compensatory picks are to give every opportunity/hope to owners, regardless of how bad it may seem, & to assist in turning their franchise around.
•All compensatory picks are awarded at the end of the 4th round. The picks will be awarded per draft positions. Any team finishing with a record below, not at .500, will receive an additional 3rd round pick starting at the 33rd pick of the 3rd round of the Rookie Draft.
•COMPENSATORY PICKS CAN BE TRADED
LOSS OF PLAYER(S) VIA FREE AGENCY
The next way to get compensatory picks, is when you have a free agent who you decide not to sign after his contract expires, and that player met a certain point criteria the following year.
•Below is the point threshold and the compensatory picks to match.

Compensatory Draft Picks:
When a new owner takes over a team, they will be granted Compensatory picks to help in the rebuild process and help them with their team. Here are the rules for Compensatory Picks.
1: Comp Picks will be tradeable.
2: Comp Picks are at the end of the round, after pick 32.
3: Comp picks can only be assigned by the Commissioner. They are assigned at the Commissioner's discretion.
4: Comp Picks are NOT eligible to be used as compensation for restricted free agency.
5: Comp picks are awarded in order draft position.
☆Rookie Draft
We conduct a 4 round Rookie Draft every pre-season. This draft is for NFL Rookies that were eligible for the most recent NFL draft (including undrafted players, and NFL Supplemental Draft Players). Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted. Our rookie draft is conducted on MFL. There will be no activity for pro boards with regards to our rookie draft. There is no posting of players drafted and there will not be a "Draft Podium" with our draft results on it. If a GM wants to see the draft results those can be found on MFL.
Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish). Our Super Bowl winner picks last.

Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick at the end of the current round after the last pick but before any compensation picks. If the same team misses the next pick, the Commissioner will pick the rest of the draft until the GM signs in again. Punishments will be handed out to any GM that misses their pick in the draft, as written above in the punishment section. The Commissioner will make the picks based on that team's needs. This ensures no franchise gets truly hurt by an owner that is unavailable. The Commissioners picks will be largely based on actual NFL draft position taking injuries and any off the field problems into consideration. If you don't want the Commissioner picking for you, then make arrangements ahead of time.
*SKIPPED PICKS CANNOT BE TRADED*
☆Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2021 you will be able to trade 2022 and 2023 draft picks throughout the 2021 playing year up until the trade deadline.
☆☆☆Amendment☆☆☆ Picks may be traded up to two years in the future. The new season of trading picks begins after the current years rookie draft. Ex: it's March 2021, the league is open, you can only trade 2021 and 2022 picks. After the rookie draft in 2021, then you will be allowed to trade picks from 2022 and 2023.
When the pick on the clock is traded during the draft, the clock does not pause or reset. If the "On The Clock" team exceeds the time limit before the trade is approved then the trade is void since skipped picks cannot be traded. Also, if the trade is approved then the clock does not reset, the new owner of the pick must pick within the pick clock time frame. This also means that all GM's need to account for that when putting their picks on the trade block. We understand the time frames are there for this reason and to better accommodate real life schedules, but make sure that the new owner of the pick has time to do a bit of research before the clock expires.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. Both teams have to accept the trade in a timely manner.
*A TEAM MAY COLLECT AS MANY ROOKIE PICKS AS THEY WANT, BUT ONLY USE UP TO 20 IN THE ROOKIE DRAFT, IF A TEAM REACHES 20 ROOKIE PICKS DURING THE DRAFT AND STILL HAS ROOKIE DRAFT PICKS, THOSE PICKS WILL BE VOID.*
Contract Length of Drafted Rookies:
•1st round draft picks are all signed for 5 years (ORC), no RFA status.
•2nd Round Draft Picks and 3rd Round Draft Picks will receive 4 year (ORC) contracts, with no RFA status.
•4th Round Draft Picks will receive 3 year (ORC) contracts, with RFA status.
The rookie draft is the single most important event of the year in fantasy football. For dynasty leagues this is the most effective way to add new talent to a franchise and make or break that team for seasons to come. Like the NFL draft, there is much preparation and in depth analysis of the players and whether they will fit into the team’s system properly. The draft consists of 4 rounds. Each pick has a dollar amount attached thereby fixing the starting salary for whoever is drafted in that slot. The rookie pay scale is below.

☆Official Stats
Every week, a couple of days after all of the games are final and your fantasy scores have been calculated, the Elias Sports Bureau (which is the official statistician for the NFL) reviews all of the games on tape and sometimes issues official stat corrections if needed.
For example, one of the most common stat changes is when they award a sack to a defensive player that wasn't originally credited with the sack during the game. This can happen when the wrong player's number was written down as part of the official scoring during the game. Another relatively common example is when a passing play is changed to a rushing play (or vice versa) because after reviewing the tape, they determine that the pass was actually a backwards lateral instead of a forward pass.
The myfantasyleague.com website allows us to process stat changes as they are released by the NFL. Any stat changes issued by the NFL will not affect our fantasy game scores if processed after Friday at 9:00 PM.
Any scoring plays/situations that are not specifically handled by our league rules will be decided by following however the website scores the play.
We have decided to apply these stat changes. It is just common sense, if the NFL stats are changed, then we should be using the corrected stats.
Real time scoring are not official statistics. The official statistics and points will be posted after the week’s games end.
Note: So please do not call me up and ask me why certain points are not showing up on the live scoring, also please take note, the scoring of players has been set up by me. There are some scenarios that I may just not have thought of or it wouldn’t be feasible to do, so if your LB, blocks an extra point and runs it back for a TD, and doesn’t get credit for it,, that’s how it is, you will have to deal with it.
☆Uncontrolled Events and Implications
WORK STOPPAGE
1. In the event of a work stoppage, strike, lockout, or anything of this nature in the NFL, our season will freeze along with the standings and statistics.
2. Our league will resume when the NFL season restarts.
3. A revision in the schedule, rules and regulations may be necessary to accommodate for the delay.
4. This revision will immediately be processed and distributed to each football team as soon as possible.
☆SEASON CANCELLATION
1. Upon official announcement by the NFL of the season being cancelled our league will end the season prematurely. All prize money will be carried over to the following season.
☆HUMAN ERROR WITHIN THE LEAGUE OFFICE
1. If there was a human error made within the League office all attempts shall be made to retroactively correct the error and its subsequent ramifications.
☆COMMUNICATIONS
In communicating electronically with other football owners or the league office, there is always a risk of the message not being received by the intended party. It is up to the individual to ensure that their message has been received. This includes Email and Proboards

Off-Season Activities:
Each off-season GMs must perform the following activities in preparation for the upcoming season.
Select one Franchise Player (optional) from your expiring contracts and post him in the "Franchise Players" thread. Put his new contract amount and the word "Franchise or FT" after his name on your roster. If this is his 1st or 2nd Franchise Tag, please note that.
Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player).
If you do not want to tender an offer to an RFA, post him in the "Unrestricted Free Agents" thread and remove him from your roster on MFL.
Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 53 players until then.
Select players to give your Extension to (optional) and post him in the thread titled Contract Extensions.
Select one player to buyout their contract (optional) and post him in the thread titled Contract Buyouts.
☆ProBoards Message Board:
Each team has a sub-forum. This is where GMs can post and maintain their team's roster (including active roster and injured reserve). Teams may also optionally maintain other threads such as team transactions, draft board, schedule, team records, player photos, whatever they wish. These team rosters are not required, as the league leadership will maintain a google doc spreadsheet.
Please activate your account and set your Proboards display name so that other GMs know who you are when you post or send messages.... Click on "Profile" on the Main Menu Bar, click on "Modify Profile", enter your team name into "Display Name", enter your password (again), and press "Modify Profile" at the bottom.
During the off-season things slow down but don't completely stop. Check in occasionally between the Super Bowl and the real NFL draft. Trading resumes each February so you should at least occasionally check to see if you have a trade offer in your inbox.
Final Notes:
These Rules have attempted to cover every possible scenario, but occasionally something new comes up. In that case, the Commissioner will make the final ruling.
This shouldn't have to be said, but GMs may own one and only one team, and must have their own unique home Internet Connection and IP address. If a member is caught with multiple IDs, they will immediately be banned from the league.

You have joined the most unique fantasy football league available. We are Pro Bowl NFL!! We are a 32 team contract/salary cap league. Every NFL Franchise has a General Manager (GM) who is responsible for all aspects of team management. The Pro Bowl NFL is a league that attempts to mirror the NFL in many ways, but has some differences to make it more fantasy relevant. In trying to get the league to be like the NFL, it takes a certain understanding by owners that certain problems arise from time to time from a fantasy perspective. This may cause the league to divert from mirroring exactly like the NFL all the time. This is why the rulebook and rules have to be modified and new things need to be adapted. We want to be similar to the NFL but still keep the integrity of the league in tact that works with a fantasy football league as well.
It is an intricate balance between the two, and sometimes it cant always be like the NFL.

☆TEAMS AND DIVISIONS
The league will consist of the 32 teams divided into 2 Conferences, The National Football Conference and the American Football Conference, with 4-teams in each of the 4 divisions NFC North, South, East, and West AFC North, South, East, and West.
☆MFL:
We will use the MFL website for scoring, standings, and determining draft position, as well as maintaining rosters and salaries. All GMs must register and use MFL to set weekly starting lineups...
MFL will be used for all players on each team's roster, including Injured Reserve. MFL rosters should always be accurate and up to date. If there are any issues, please let the Commissioner know.
☆Rules Re-Evaluation
•All rule changes are at the discretion of the commissioner.
•The Commissioner has the right to change and/or modify any rules for the integrity of the league without league votes or polls.
•Any poll put out for new or modified rule changes, by the Commissioner, between Week 1 and Week 16, requires a 100% vote to take effect immediately.
•If a vote taken after Week 1 receives 51% or more it will take effect the following season.
•Abstentions from the pols will be considered as “neutral” votes and will not be taken into effect when calculating poll % results. (Meaning if 2 owners don't vote the percentage will be taken out of 30 teams and not 32)
•Any rule changes by the Commissioner are final.
•All poll votes will be final.
•Any unforeseen rule situation not specifically covered in these bylaws will be determined by league commissioner with consultation of the league Admins.
☆Franchise Ownership
The commissioners of this league expect a certain level of commitment and participation. Participation is the lifeblood of a fantasy football league
•A GM may not own more than one franchise at any given time.
•If a GM just up and quits, or is expelled from the league, a new GM will be sought after immediately. In other interim , the Commissioner will take over the team. No adds/drops or trades (Players and/or picks) will occur at any time during the remainder of the season.
•It is your responsibility to draft, buy FA’s, and when you do trades ensure you have your Bye weeks covered, any possible injuries to your stud players, and possible different line up formations used to submit full lineups weekly. You need to build your team with depth at positions to cover these issues during the season, to insure a full roster each week.
•GM’s are responsible for knowing and following the league rules, bylaws & schedules.
•GM's are responsible for ensuring that their team has current contact information.
•GM's are responsible for responding to DM's from the commissioner or other owners in a timely manner. (48 Hours)
•GM’s are responsible for taking part in league votes and debates.
•Failure to respond to trade offers will not be accepted.
•Failure to follow or participate in any league function or schedule will not be accepted.
•GM’s also should understand that a high level of participation is also required during the off-season.
•In the event that you will be away for an excessive period, you should notify the commissioner.
☆Orphan Teams
☆WHEN A TEAM BECOMES AN ORPHAN THE FOLLOWING WILL APPLY.
•In the case that there are multiple vacant franchises, replacement GM's will have a choice as to which franchise he or she would like to manage and operate among those vacated franchises based on first come, first serve. .
•The Commissioner may act as a proxy for another franchise upon request for a short period of time due to the nature of the request. Any franchise that is currently controlled by the League Commissioner for any reason will not be allowed to participate in any transactions.
☆REPLACEMENT GENERAL MANAGER – CONTRACT AMNESTY
When a replacement General Manager takes over a vacant team, the new GM will have 72 hours to notify the commissioner if he/she will take the option of applying a contract amnesty. The amnesty will consist of voiding up to 2 contracts on his/her roster, which means 1-2 players are dropped and will become a free agent without salary cap penalty.
☆Schedules
12 Week regular season - Play all teams in your division twice, 1 home game and one away game. A random in conference division will be selected to play your division, you will play those 4 teams 1 time. 2 games will be played out of conference, 1 random division, 2 teams. We will mimic the current NFL season as close as possible.
Playoffs
Playoffs will start in week 13. A total of 14 teams will be selected for the playoffs (7 per conference). The 4 Division winners are automatically entered into the top 4 seeds of the playoffs. The top seed, #1, will be determined by the best Conference record of the Division winners and will be awarded a 1st round bye. The other 3 seeds for each conference will be awarded as shown below.

☆Rosters
•Each franchise in this league will maintain an in-season active roster in accordance to the minimum and maximum players listed in the tables below. You will not be able to go below player minimum at each position.
•It is the GM’s decision on how many players to carry at each position.
•During the off-season (Day after the League Championship till the cut downs) there will be no minimum/Maximum roster size (35/53)
•The final cut down date for rosters will be September 7th. On final cut down day, each owner must trim their roster to league maximum of players.
•All teams can roster 3 QB's on its active roster. Owners can draft as many rookie QB's as they want though, but only 3 can be on your active roster after final cut day. If you have more than 3 QB's already on your active roster, after final cut day, you will have 24 hours to drop a QB.
•Each franchise will have a hard salary cap of $200 million that they may not exceed. Salary cap may not be traded at any time. Each season the salary cap will increase 10%.
☆Roster Limits:
Active rosters are limited to 53 players maximum and 35 players minimum (not including Injured Reserve). The limits are suspended each off-season to allow teams to draft, trade, and make roster moves in preparation for the upcoming season. All teams must be back within the roster limits by the league cut-down day. Our cut down date will always be September 7th of each year. All rosters must be under the maximum roster limit (53) and above the roster minimum (35) by 11:59 PM on September 7th. League management will then perform roster checks to make sure all are correct and accurate. Penalties will be in affect for any teams over the roster limit. After the roster deadline has passed, any team that acquires a player or players causing the team to go over the maximum, will have the player(s) immediately dropped. Any trade that causes a team to break the roster min/max will be considered void. The Commissioner will attempt to catch this beforehand, but it is the responsibility of each GM to remain within the roster limits.
On February 14th of each year, all players that finished the previous year on the IR must be removed and placed on the active roster.

☆ILLEGAL ROSTERS
In the event that a roster becomes illegal because of the acquisition of a free agent or for any other reason… That owner will be penalized. No transactions may be made until that roster is made legal, and all transactions that were made will be reversed.
Examples of Illegal rosters include but my not be limited to:
1. Exceeding the Salary Cap Limit.
2. Under or exceeding the limit for # of players allowed on a roster (35/53).
3. “Blatantly” not submitting the best possible lineup each week.
☆PUNISHMENT SYSTEM
We will be implementing a point punishment system. A chart has been put together with a point value designated for each offence. At years end, we will accumulate every owners offences and penalize them based off their point totals. The loss of draft picks will be penalty.

In regards to new GM’s taking over an orphan team, at this point, any punishment accumulated by a previous GM will be nullified and the new owner will be granted only the draft picks deducted by this punishment system.
You will still be able to trade current draft picks. We will not prevent that unless your team has already accumulated enough points to warrant a removal of a current draft picks. If you don't have any draft picks to match your teams punishment penalty at seasons end, then we will take them from the following season.
If you will miss your turn in the rookie draft you will be punished two points for missing your pick plus miss your pick until you log on and then you will have the next pick. If you pre rank your draft picks and you missed your pick but it was picked off of your draft list then you will NOT get penalized for missing your turn as you have prepared in advance and have ranked players remaining on your pre ranked draft list.
☆Injured Reserve
• Each team will have Limitless IR spots.
• If you place a player on IR, his salary will only count 50% towards the cap while he is on IR. Once that player is off IR, his salary will be back to 100%. Remember team salary cannot go over the hard cap, you may have to make adjustments to your roster to return this player and stay under the cap limit.
• For a player to eligible for IR, they must be on the IR in the NFL. Suspended players cannot be placed on IR
• Teams will be eligible to and must take a player off IR 24 hours after the NFL team has withdrawn the player from their IR
• During the off-season, players are not eligible for IR
• Once a player is on the injured reserve list, the team may acquire a free agent to fill the empty spot on the main roster (In accordance with acquisition rules).
• An IR players can be traded and/or released.
• Injured Reserve may also include players on NFL PUP (Physically Unable to Perform). If those players are reactivated after the 6th week, they must be removed from IR and will become subject to normal roster limits.
☆Submitting Lineups
Under extreme circumstances will the commissioner or co-commissioners set your lineup for you, but like I said, the circumstances must be extreme for us to do it.

• Thursday game kicks off at 8:30PM, so the deadline for Thursday’s game is 8 :30 PM
• Sunday has games at 1PM, 4PM, and 8PM, so the deadlines for ALL of Sunday’s games are those designated times.

☆Trades
At no time can a team trade cap money, but a trade can be made to split salary of a traded player between the 2 teams involved in the deal.
For example: I trade Patrick Mahomes to the Bears. Mahomes contract is 45mil 2021, 2022, 2023. The Bears cannot afford 45mil in cap space and are unable to make the trade. I can offer to keep some of the salary as dead cap money to lower the cost to the Bears. So I agree to keep 10mil of Mahomes yearly salary and the Bears will take 35mil. It would look like the following. Me – Dead Cap 10M (2021, 2022, 2023) / the Bears – Mahomes 35M (2021, 2022, 2023).
•Any trade involving the same team and players in the same season will be rejected.
•Trade deadline be week 7
•Each agreed upon trade must be posted in the "Trades" forum on Proboards. Both parties of the trade must post acceptance of the trade within a reasonable time (the poster of the trade is assumed to have accepted). Draft picks may be traded up to two years in the future. RFAs with expiring contracts may not be traded until they have been signed to new contracts.
☆☆☆Amendment☆☆☆ Picks may be traded up to two years in the future. The new season of trading picks begins after the current years rookie draft. Ex: it's March 2021, the league is open, you can only trade 2021 and 2022 picks. After the rookie draft in 2021, then you will be allowed to trade picks from 2022 and 2023.
Trades must include the name, position and contract terms of each player involved, the specific draft picks, and any other conditions. If a condition references statistics for a "season", it is assumed to be the entire 16 game NFL regular season (through week 17).
The trade post should resemble this proper format for a posted trade:

(This is where the posting team will post their explanation of why they made the trade.)
The accepting team will then post their reasons for accepting the trade.
The Trade Committee will then vote and trade will either be approved or vetoed.
You must have salary cap available and space on your roster in order to trade for players. Players on waivers do not count towards your roster limit. You may conditionally waive a player or players to make room for your traded for players as detailed in the "Conditional Waivers" section.
Every trade must be approved by the league Trade Committee members. It takes 3 votes to approve a trade. If there are 3 votes to veto or deny a trade before 3 votes to approve, the trade is vetoed. If either team does not have salary cap or roster space available to complete the trade, it will automatically be void. Trade committee members cannot vote on their own trades. The Commissioner encourages the trade committee members to give a brief explanation detailing why they voted the way they did.
The trading deadline will be determined when the new weekly schedule comes out.
Once the trade deadline passes, trades will not be allowed until the league opens and trading is opened according to the offseason schedule.
☆Free Agency (FA)
As in the NFL, there are two types of Free Agents - Restricted Free Agents (RFA) and Unrestricted Free Agents (UFA). RFAs are players whose rights are still held by a team and may be re-signed after their original contract expires (according to the rules in the RFA section below). UFAs are any players that are not currently under contract by a team. Each pre-season any player who does not have RFA status becomes a UFA once his contract expires. The one exception is that each team may designate 1 Franchise players each season.
Unrestricted Free Agency begins each pre-season in April and ends each season with our Super Bowl at the end of the Week 16 Monday Night game (any bids already in progress at that time will be allowed to be completed and signed by the winner).
All Free Agent auction players who have been won during an offseason auction need to be signed to a 2 to 5 year contract. 1 year contracts are illegal during the offseason, the only time you can sign a player to a 1 year contract is during the fantasy football regular season.
•Free Agents signed for 2 years during Unrestricted Free Agency cannot be signed to an extension the same offseason
•Undrafted Rookie Free Agents that sign with teams after the NFL draft, are eligible to be bid on in free agency.
•Teams may only bid the amount of salary they have in cap space. So only bid the exact amount of money you are willing to give up.
•Players signed during the season will receive 1 year to 5 year contracts, the current year counts as 1 year. These contracts will be UFA, unless the players has under 3 years in the NFL, in which he may be signed as an RFA. The RFA contract may not extend past the players 5th year in the NFL.
•The Off-Season FA Bidding will begin approximately April 1st and continue until the Monday before the kickoff of the NFL season except will be frozen during the Rookie Draft.
•Prior to the Pro Bowl NFL League Rookie Draft only existing NFL players can be acquired during the Off-Season FA process. Once the Pro Bowl NFL League Rookie Draft is held all remaining undrafted rookies will then be available through the Off-Season FA process.
•The Off-Season FA period will be conducted as auction bidding on each FA.
•Starting bids for all FA is $520,000 or $0.52M
•The minimum bid increase will be .1 point
•Teams must meet two basic requirements to place a FA on the auction board or to bid on a FA. (1) Teams must have the salary cap space to meet the minimum salary of $520,000 or the bid amount being placed and have the roster space if the FA is picked up after the roster cut by date.
•All bids will be based on a 24 hour clock. If no one bids on a player for 24 hours, then he is awarded to the team with the highest bid.

Free Agent Bidding:
The process for signing an Unrestricted Free Agent is to create a new thread in the "Unrestricted Free Agents" sub-board under "Free Agency". The thread should have the player's correctly spelled name, NFL team and position in the subject, and a valid bid as the message. Other GMs may reply in this thread with higher bids for the player. The bidding will end when 24 hours has passed since the last valid bid.
Free Agency Sniping Rule
•If you want to bid on a player AFTER the 12 hour mark then the bidding team needs to do both of the following:
1. Identify it as a Snipe Bid
2. Bid at least 1 point more then the previous leading bid
•If you want to bid on a player AFTER the 20 hour mark then the bidding team needs to do both of the following:
1. Identify it as a Snipe Bid
2. Bid at least 2 points more then the previous leading bid

A GM can include RFA status in their UFA bid. The player must only have three years of experience or less to get RFA status. The RFA bid cannot exceed the players third year. EX: Jalen Ramsey just finished his second year in the league so to sign him to an RFA contract it can only be a 1year deal with RFA status. (1 year @ 2M + RFA) If a GM is signing an undrafted rookie to a RFA contract they can do a full three year deal plus RFA status.
You must have salary cap space available for a bid to be valid (remember, any Free Agency bids in which you are the leading bidder also count towards your salary cap).
During the season, you must also have roster space available for the bid to be valid (remember, roster limits are lifted during the pre-season). This means you must have less than 53 active players. Players on waivers do not count towards your roster limit. You may conditionally waive a player to make roster space (but not salary cap) for a player as detailed in the "Conditional Waivers" section below.
If a team makes a free agent bid which would put them over the roster or cap limit, that bid is invalid. The last valid bid becomes the leading bid.
Restricted Free Agents:
Restricted Free Agents (RFAs) are free agents who have 3 years or less NFL experience. Years within the league will be determined by nfl.com at www.nfl.com/players.
Teams with an RFA rights tag will offer an initial contract tender, based on the tender prices below. Pro Bowl NFL will use a baseline price for salary when it comes to determining the tender value of any player, which will be a draft pick compensation based tender. The draft pick compensation based tender or the contract extension, will serve as the initial contract offer by the RFA rights team
The baseline prices for an initial tender and contract offer will work based on our UFA rules.

For a team to figure out the initial baseline price, the owning team will do the following:
1: Find the players extension salary.
2: Decide what tender to place on the player.
3: Decide how long of a contract to offer.
4: multiply the tender amount by the designated multiplier.
Here is an example:
The Cardinals want to offer Tyreek Hill a 1st rd tender.
1st rd tender is 6M, the Cardinals want to offer a 4 year contract.
6m (1st Rd tender price) x 1.6 (4 year multiplier) = 9.6 points
Here is the contract offer:
Cardinals offer a 1st Rd tender to Tyreek Hill.
4 years @ 6.0m = 9.6 Points.
Restricted Free Agent Bidding:
The RFA bidding process uses the same bidding rules, point system and minimum raise as the UFA bidding process. The only difference is the bid must also include the specific pick(s) that are being offered as compensation (the pick may be a higher round pick or multiple round picks than the tender level).
Once an initial bid is made for a player, other teams have 24 hours to raise the bid. Once the bid has been won, the tendering GM has 24 hours from the time the bid was won to decide whether to sign the player to the exact winning bid contract terms, or receive the compensation draft pick(s). If no decision is posted, the winning bidder signs the player for the compensation offered. You may not bid on your own player in an attempt to set your contract terms.
Note: The winning bid is the only bid that the tendering GM must deal with. Be sure to make a high enough bid to actually force the owner to give him up. You may not re-up the bid later.
*RFA Compensation Rule*
The GM that owns the RFA player can specify the year and pick desired for compensation. The pick will be based on the tender assigned but the owning team can specify a pick in the current year or the following year. The pick year desired must be posted in the tender thread.
EX: The Packers place a 2019 1st Rd. tender on Dak Prescott.
This will allow the owning team to get a more desired pick as compensation. The team can also post the compensation as "Any Year"
EX: The Packers place a 1st Rd Tender (Any Year) on Dak Prescott.
In this example then the bidding team can decide what 1st they will give. Either from the current year or the following year. If the year is not specified in the post then it is assumed to be any year which means the bidding team can choose what year to give as compensation.
This change is designed to increase the value of draft picks as now they can be used more in RFA bidding. To have two years available means that more teams will have the ability to bid on the top RFA players available.
☆Salary Cap
Each team will have 200 million for that current season.
during the fantasy football season we use a hard cap. This means, under no circumstance, can you go over the cap. This includes Trades. The salary cap will increase by 10% each season. Team salary includes the total of all players under contract (Active Roster and 50% of the Injured Reserve players salary), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap. Penalties for salary cap infractions will be given year-around
If any team acquires a player or players causing them to go over the salary cap (via draft, trade, waiver claim, or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately released with a 40% cap hit to bring the team back under the salary cap. If the player was acquired through a trade or draft pick, then the team may alternatively release the most recently added UFA(s) with a 40% cap hit to bring them back under the salary cap.
CONTRACT BASICS
A player’s base contract salary is equal to the winning bid. Contracts end when either they are cut or run their full length depending on when the player was cut.
Rookie salaries are set based on the pick used to select them. Please ensure that you have enough money to sign your rookies to their contracts. The DRAFT IS MANDATORY!!! There are salary cap penalties for cutting rookie players.
5 years is the maximum number of years an owner can add to a contact with the contract never exceeding 6 years to a player.
Contract years follow the player if traded to another team.
If a team acquires a player in a trade that will put them over the salary cap, that team must make roster moves or adjust the trade to fit that player within their salary cap. This MUST be done prior to the trade being approved.
☆PLAYER HOLDOUTS
At the end of the NFL regular season (Week17); any player who meets ALL of these 3 requirements will be a holdout: 1▪ End of the year stats (total points) place the player in the top 5 at that player’s position. 2▪ They have completed a minimum of 3 years on their contract. So the contract length must be of 4 to 5 years in length to be eligible. 3▪ Are eligible to recieve an extension the year of his pending holdout. Holdout salaries will be based on the average of the top-5 highest paid players at that player’s position. {The top paid salary and the lowest paid salary will be taken out of the equation. The 3 player salaries left will average the holdout salary (not including Franchise Players)} Original team drafted player on an Original Rookie Contracts (ORC) are not eligible for holdouts (Players on RFA status) until after their 4th completed season, and are eligible for their 1st extension, which will only affect 1st round draft picks due to no RFA status.
Example:
Josh Allen contract-
7.2M (2021),7.2 (2022),7.2 UFA..New holdout contract-16.1M (2023),16.1M (2024),16.1M (2025), 16.1M (2026)
extension for him would be in 2021. Then his contract amount goes up starting in 2023.
The commissioner will give you the Holdout amount so as you will not need to figure it out.
To resolve a player’s holdout, the owner has 3 options:
1. ACCEPT THE NEW CONTRACT DEMANDS. THE OWNER MAY CHOOSE TO ACCEPT THE PLAYER’S NEW CONTRACT DEMANDS. THE PLAYER THEN SIGNS A NEW CONTRACT THE PLAYER WILL THEN HAVE A SALARY EQUAL TO THE AVERAGE SALARY OF THE TOP-5 HIGHEST PAID PLAYERS AT THE PLAYER'S POSITION OR IF THEIR SALARIES ARE HIGHER THAN THE HOLDOUT SALARY THAN THEIR SALARIES WILL STAY THE SAME .
2. NOT ACCEPT HIS HOLDOUT AND LET HIM FINISH HIS CURRENT CONTRACT AT IT'S CURRENT SALARY, WILL NOT BE ELIGIBLE FOR A NEW CONTRACT EXTENSION AND WILL HIT UFA.
3. TRADE THE PLAYER. BEFORE TRADED, THE NEW OWNER NEEDS TO AGREE TO SIGN THE ACQUIRED PLAYER WITH THE HOLDOUT OPTIONS STILL IN PLAY.
☆Off-Season Activities:
(post the following in proboards)
Each off-season GMs must perform the following activities in preparation for the upcoming season.
•Select one Franchise Player (optional) from your expiring contracts and post him in the "Franchise Players" thread. Put his new contract amount and the word "Franchise or FT" after his name on your roster. If this is his 2nd or 3rd Franchise, please note that.
•Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player). If you do not want to tender an offer to an RFA, post him in the "Unrestricted Free Agents" thread and remove him from your roster here and on MFL.
•Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 53 players until then.
•Select players to give your Extension to (optional) and post him/them in the thread titled Contract Extensions.
•Select one player to buyout their contract (optional) and post him in the thread titled Contract Buyouts.
☆Contract Extensions
Extension Calendar:
Between January 25th and week 1; teams can extend players using the previous seasons stats.
Between week 1 and week 16; NO EXTENSIONS.
January 25th all contract years will be reduced by 1.
Only players with 2 years remaining on their contract in the current season are eligible for a contract extension.
Example
•Aaron Rodgers has two years remaining on his contract for the 2021 season which will then be reduced to one year on February 15, 2022. He is eligible for a contract extension.
•Aaron Rodgers has one year remaining on his contract for the 2021 season which will then be reduced to zero years on February 15, 2022. He will not be eligible for a contract extension.
• There is no limit to the amount of extensions a team can use in a season.
•Contract Extensions will be based on a player’s performance on his points for the season. If the player missed any games, the Commissioner will compute his full season total points based on the ppg average of the missing games. For example a player who played in 10 games and scored 132.0 points for the season would be calculated at 211.2 points for the season and the calculation of the new extension salary.
•If a player did not play in 50% or more of his NFL games (8 games) the commissioner will rank the player using the available stats from that player’s last 8 games played and project that number over the full season. This number will then be ranked into the tiers. If a rookie is extended and they do not have any games logged yet they are able to be extended for a 12.5% discount on their current salary (this extends for the startup rookies and future rookies).
The new salary will be equal to the player at that position's performance level plus an additional 5% percent. See example below:
•To determine his new salary, simply find the player’s performance rank at his position and then look for the associated salary rank. For instance, if a player ranked by performance as the 12th rated RB (after the points calculation as outlined above), then you may extend him to whatever the 12th highest salary number is plus an additional 5%; however at no time may the salary reduction be more than 25% of the current salary. As an example the player being extended has an $8,000,000 salary and is the 22nd highest RB in the league. The 22nd highest paid RB based on the league office report issued after the conclusion of week 16 is $2,250,000. The new salary would fall to $2,250,000; however at no time can the salary level go down more than 25% off the then current salary. So, in this example the player’s salary would fall to $6,000,000 (25% off of the current salary) and not the $2,250,000 which was the 22nd highest paid RB salary. Then the 5% increase will be added on. Therefore, the new salary amount would be $6,300,000.
•Teams may add as many years onto the new contract as they desire. However, a player's contract must not exceed 6 years.
•At no time can a players salary go below the league minimum of $520,000. If a contract extension calculates below that amount. The new salary will simply be $520,000.
•Players on a RFA contract can be extended as long as they have 2 years remaining before reaching RFA status. Also, if they are extended then they lose their RFA status.
☆☆☆☆EXTENSION EXAMPLE☆☆☆☆
The Jets will be signing AJ Brown to a 4 year maximum extension at 17.3 million a year. (8th best in points factoring in ppg for games missed= 8th highest paid salary for WR(16.5 mil) 16.5+5%=17.3 mil)

2022 - 1.4 million
2023 - 17.3 million
2024 - 17.3 million
2025 - 17.3 million

☆CAREER ENDING INJURY, NFL RETIREMENT AND PLAYER DEATH
•If you release a player that is placed on the NFL’s injured reserve list for a career ending injury, decides to retire at anytime of the offseason, or during mid-season, you will incur no Salary cap punishment.
•Retired players may be waived with no salary cap penalty. If a player retires from the league after you waive him, you can apply to waive the cap hit, if any.
•If you waive a player during the season resulting in a salary cap hit to your team and the player retires after the season is over you will not receive a credit to your cap. However, if you are subject to any future year salary cap hit, you will not receive any future salary cap hits.
•If you add a player who has already retired you will not be able to waive any current or future cap hits.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
☆TRADED PLAYERS AND EXTENDING THEIR CONTRACT
A player may have his contract extended, if chosen to, when he is traded in the offseason. The NEW GM who acquires said player will be allowed to extend that players contract for 1 year to a maximum amount that totals no more than 5 contract years. Players traded during the season will have to wait until the coming offseason to be extended.
Example. If Tom Brady is traded and he has 2 years left on his contract, the new GM wants to extend him to the maximum of a 5 year contract. The new GM must put down how many years TO EXTEND HIS CURRENT YEAR CONTRACT, on the trade posted " Please extend Tom Brady 3 years" that tells me you want him to have a new 5 year contract where he is serving year 1 of a new 5 year contract. Extending a traded player is an additional $2.500.000 per year to the players salary.
Example. Tom Brady who is on his 4th year of a 5 year contract gets traded to the JETS and Brady's salary is $17 million per year. The JETS want to extend Brady 4 years to give him the maximum 5 year contract. Brady's new salary will be $19.5 million per contract year. If Brady is a holdout and the same scenario is given, whichever is the higher salary will be the one awarded to Brady.
NOTE: ORC contracts cannot be extended under the trade extension rule.
*Franchise Tagged players are not eligible for an extension.*
☆Franchise Players:
Teams may franchise one player with an expiring contract each season, for the current years expiring contract. Example Tom Brady $23m (2021), needs to be FT'd in the offseason of 2022, before the 2022 season begins. If that player is traded, the team trading the player may not Franchise another player that year. The team receiving the player may still Franchise one player and maintain both Franchised players for that year.
A player may receive the franchise tag a maximum of 2 seasons in a row. The first year a player is tagged, he will follow the FT salaries as listed for that season. If a player is franchised tagged a second year by the same team, he must be paid the FT salary listed + 150%.
Franchise salaries will be based on players of same position top 10 salary of the prior season.

☆Head Coach Free Agency:
We will use head coaches in this league. We will have a free agent bidding period each offseason.
The rules are as follows:
1: Each team can only have one coach on their roster.
2: Head coaches can only be signed to only 1 year deals.
3: Head coach free agency will use the same bidding system as unrestricted free agency.
4: If a head coach is terminated in real life, when the interim coach is put on MFL then that coach will be added to the team and the terminated coach will be dropped at no waiver hit. The interim coach will play out the season on the previous coaches contract. At the end of the season the interim coach will be released at no waiver penalty. The GM will be able to go into free agency ready to sign a coach again.
5: Only head coaches can be signed, if a coach is signed that is not a head coach he will be removed from the roster.
Head Coach Minimum Salaries:
A: 1-3 Years of experience = 500,000
B: 4-6 Years of experience = 1,000,000
C: 7 + Years of Experience = 2,000,000
☆Waivers
Waiving Process
•An owner may waive a player at any time if that player’s services are no longer desired.
•Owners who waive a player will be assessed a cap penalty of 40% of that player’s salary in the current season.
Waivers:
To release a player, you must post a thread in the waiver forum containing his contract terms, if a waiver is posted without proper contract terms then it is not valid and the 24 hour clock will not start until corrections are made. Waivers will not be processed if they are not posted with the proper information. Fellow GM's will have 24 hours to claim the waived player. If he is claimed, no salary cap hit will apply. If he is not claimed you'll have to release him at a 40% cap hit for the remainder of the contract. That means if you have him signed for 3 years, the salary cap hit will apply for each of the 3 years.
A proper waiver post must contain the following:
•Title - Must have players name, position, current team or UFA if not signed.
•Players current contract length and price. ( EX- 1M (2018), 1M (2019) UFA
•Players cap hit for each year. (EX - .30M (2018), .30M (2019) UFA
*Each waiver post must have this information to be considered valid*
*One waiver post per player please - Each player that is waived must have their own thread. (No multi player waiver posts.)*
Waiver Claims:
Waiver claims must be posted on the waived player's thread within 24 hours. After 24 hours, the team with the highest "Waiver Priority" will be awarded the player and will assume the existing contract. It doesn't matter what order claims are posted. The team being awarded the player will then move to the bottom of the Waiver Priority. Waiver Priorities are reset after each season to the reverse order of finish. The priority starts the same as our draft order (set after each season's Super Bowl). Once a GM posts a waiver claim, then they are official and cannot be removed.
Waiver priority will run on the previous season record of finish, folowing the same rules as the draft order. During the inaugral season waiver priority will be the opposite order of the inaugral draft.
Conditional Waivers:
You may conditionally waive a player in order to place a bid on a free agent (or to claim a player on waivers or to make a trade) which would have put you over the roster limit. State that the player is conditionally waived pending winning free agent "X" (or being awarded a waiver claim or having a trade approved). Teams may claim this player like any other waived player, but you would retain the conditionally waived player if you do not acquire your targeted player.
Unclaimed Waivers:
If a player is waived and not claimed within 24 hours there will be a 40% cap hit for every year of the contract. That player becomes a free agent, and the same rules apply to that player as they do to all free agents. The owner who released that player will be able to enter bids for this player if they so choose.
☆Contract Buyout Rule:
If you choose to buyout a players contract, we take the average salary per year remaining on his contract, and apply a 75% buyout rate for the current year, but you will no longer be responsible for future money for that player. There will be unlimited contract buyouts per season. You may only use your Contract Buyout in the off-season just like the Franchise Tag and Contract Extension.
Example:
Dak Prescott (QB-DAL) $19,280,000 (2021) $19,280,000 (2022) $19,280,000 (2023)
The average salary is $19,280,000 per year.
So a 75% buyout would mean a $14,460,000 cap hit for the current year, but then you would be off the hook for future seasons.
☆Compensatory picks
In the NFL and in trying to keep with the NFL, there are compensatory picks given out to NFL teams. These picks handed out by the NFL, awards comp. picks to teams who lost major players through FA, and yes they even give dominate teams comp. picks also. The Pro Bowl NFL League is no different, however, in trying to maintain a competitive league, we will give owners something to play for and it helps with parity in the league. There are 2 ways a team can get comp picks, they are:
•Finishing with a below .500 (Less than 8-8 record)
•Losing a Player through free agency where that player was on your team, but you refused to sign him, and he signed with another team.
LOSING RECORD
Compensatory draft picks will be awarded to the teams who have below a .500 record. (Less than 8-8 record) The purpose of the compensatory picks are to give every opportunity/hope to owners, regardless of how bad it may seem, & to assist in turning their franchise around.
•All compensatory picks are awarded at the end of the 4th round. The picks will be awarded per draft positions. Any team finishing with a record below, not at .500, will receive an additional 3rd round pick starting at the 33rd pick of the 3rd round of the Rookie Draft.
•COMPENSATORY PICKS CAN BE TRADED
LOSS OF PLAYER(S) VIA FREE AGENCY
The next way to get compensatory picks, is when you have a free agent who you decide not to sign after his contract expires, and that player met a certain point criteria the following year.

Compensatory Draft Picks:
When a new owner takes over a team, they will be granted Compensatory picks to help in the rebuild process and help them with their team. Here are the rules for Compensatory Picks.
1: Comp Picks will be tradeable.
2: Comp Picks are at the end of the round, after pick 32.
3: Comp picks can only be assigned by the Commissioner. They are assigned at the Commissioner's discretion.
4: Comp Picks are NOT eligible to be used as compensation for restricted free agency.
5: Comp picks are awarded in order draft position.
☆Rookie Draft
We conduct a 4 round Rookie Draft every pre-season. This draft is for NFL Rookies that were eligible for the most recent NFL draft (including undrafted players, and NFL Supplemental Draft Players). Players that were eligible for a previous year's NFL draft and went undrafted (but are still technically NFL Rookies), are considered free agents and are no longer eligible to be drafted. Our rookie draft is conducted on MFL. There will be no activity for pro boards with regards to our rookie draft. There is no posting of players drafted and there will not be a "Draft Podium" with our draft results on it. If a GM wants to see the draft results those can be found on MFL.
Draft order for non-playoff teams will be in the reverse order of the final regular season fantasy football standings. Playoff teams will draft in the reverse order of their playoff results (teams eliminated the same week will follow the same tiebreaker rules based on their regular season finish). Our Super Bowl winner picks last.

Teams will be OTC (On The Clock) starting from the exact time the previous selection was made or skipped.

•You must have salary cap room available to sign your draft pick(s) or they will be forfeited and become Free Agents.

Skipped Draft Picks:
If a team misses their pick, they will be skipped and the next team will be "on the clock". Skipped teams may pick at the end of the current round after the last pick but before any compensation picks. If the same team misses the next pick, the Commissioner will pick the rest of the draft until the GM signs in again. Punishments will be handed out to any GM that misses their pick in the draft, as written above in the punishment section. The Commissioner will make the picks based on that team's needs. This ensures no franchise gets truly hurt by an owner that is unavailable. The Commissioners picks will be largely based on actual NFL draft position taking injuries and any off the field problems into consideration. If you don't want the Commissioner picking for you, then make arrangements ahead of time.
*SKIPPED PICKS CANNOT BE TRADED*
☆Trading of Draft Picks:
Draft picks may be traded up to two years in the future. For example, in 2021 you will be able to trade 2022 and 2023 draft picks throughout the 2021 playing year up until the trade deadline.
☆☆☆Amendment☆☆☆ Picks may be traded up to two years in the future. The new season of trading picks begins after the current years rookie draft. Ex: it's March 2021, the league is open, you can only trade 2021 and 2022 picks. After the rookie draft in 2021, then you will be allowed to trade picks from 2022 and 2023.
When the pick on the clock is traded during the draft, the clock does not pause or reset. If the "On The Clock" team exceeds the time limit before the trade is approved then the trade is void since skipped picks cannot be traded. Also, if the trade is approved then the clock does not reset, the new owner of the pick must pick within the pick clock time frame. This also means that all GM's need to account for that when putting their picks on the trade block. We understand the time frames are there for this reason and to better accommodate real life schedules, but make sure that the new owner of the pick has time to do a bit of research before the clock expires.
If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. Both teams have to accept the trade in a timely manner.
*A TEAM MAY COLLECT AS MANY ROOKIE PICKS AS THEY WANT, BUT ONLY USE UP TO 20 IN THE ROOKIE DRAFT, IF A TEAM REACHES 20 ROOKIE PICKS DURING THE DRAFT AND STILL HAS ROOKIE DRAFT PICKS, THOSE PICKS WILL BE VOID.*
Contract Length of Drafted Rookies:
•1st round draft picks are all signed for 5 years (ORC), no RFA status.
•2nd Round Draft Picks and 3rd Round Draft Picks will receive 4 year (ORC) contracts, with no RFA status.
•4th Round Draft Picks will receive 3 year (ORC) contracts, with RFA status.
The rookie draft is the single most important event of the year in fantasy football. For dynasty leagues this is the most effective way to add new talent to a franchise and make or break that team for seasons to come. Like the NFL draft, there is much preparation and in depth analysis of the players and whether they will fit into the team’s system properly. The draft consists of 4 rounds. Each pick has a dollar amount attached thereby fixing the starting salary for whoever is drafted in that slot. The rookie pay scale is below.

☆Official Stats
Every week, a couple of days after all of the games are final and your fantasy scores have been calculated, the Elias Sports Bureau (which is the official statistician for the NFL) reviews all of the games on tape and sometimes issues official stat corrections if needed.
For example, one of the most common stat changes is when they award a sack to a defensive player that wasn't originally credited with the sack during the game. This can happen when the wrong player's number was written down as part of the official scoring during the game. Another relatively common example is when a passing play is changed to a rushing play (or vice versa) because after reviewing the tape, they determine that the pass was actually a backwards lateral instead of a forward pass.
The myfantasyleague.com website allows us to process stat changes as they are released by the NFL. Any stat changes issued by the NFL will not affect our fantasy game scores if processed after Friday at 9:00 PM.
Any scoring plays/situations that are not specifically handled by our league rules will be decided by following however the website scores the play.
We have decided to apply these stat changes. It is just common sense, if the NFL stats are changed, then we should be using the corrected stats.
Real time scoring are not official statistics. The official statistics and points will be posted after the week’s games end.
Note: So please do not call me up and ask me why certain points are not showing up on the live scoring, also please take note, the scoring of players has been set up by me. There are some scenarios that I may just not have thought of or it wouldn’t be feasible to do, so if your LB, blocks an extra point and runs it back for a TD, and doesn’t get credit for it,, that’s how it is, you will have to deal with it.
☆Uncontrolled Events and Implications
WORK STOPPAGE
1. In the event of a work stoppage, strike, lockout, or anything of this nature in the NFL, our season will freeze along with the standings and statistics.
2. Our league will resume when the NFL season restarts.
3. A revision in the schedule, rules and regulations may be necessary to accommodate for the delay.
4. This revision will immediately be processed and distributed to each football team as soon as possible.
☆SEASON CANCELLATION
1. Upon official announcement by the NFL of the season being cancelled our league will end the season prematurely. All prize money will be carried over to the following season.
☆HUMAN ERROR WITHIN THE LEAGUE OFFICE
1. If there was a human error made within the League office all attempts shall be made to retroactively correct the error and its subsequent ramifications.
☆COMMUNICATIONS
In communicating electronically with other football owners or the league office, there is always a risk of the message not being received by the intended party. It is up to the individual to ensure that their message has been received. This includes Email and Proboards
This Rulebook may be amended at any time by the Commissioner or his designated representative(s)
Off-Season Activities:
Each off-season GMs must perform the following activities in preparation for the upcoming season.
Select one Franchise Player (optional) from your expiring contracts and post him in the "Franchise Players" thread. Put his new contract amount and the word "Franchise or FT" after his name on your roster. If this is his 1st or 2nd Franchise Tag, please note that.
Post your Restricted Free Agents and tender offer in the Free Agency Sub-board "Restricted Free Agents" (one thread per player).
If you do not want to tender an offer to an RFA, post him in the "Unrestricted Free Agents" thread and remove him from your roster on MFL.
Move any injured players off Injured Reserve and back on to your active rosters here and on MFL. Remember, roster limits are suspended until the end of pre-season, so you are not limited to 53 players until then.
Select players to give your Extension to (optional) and post him in the thread titled Contract Extensions.
Select one player to buyout their contract (optional) and post him in the thread titled Contract Buyouts.
☆ProBoards Message Board:
Each team has a sub-forum. This is where GMs can post and maintain their team's roster (including active roster and injured reserve). Teams may also optionally maintain other threads such as team transactions, draft board, schedule, team records, player photos, whatever they wish. These team rosters are not required, as the league leadership will maintain a google doc spreadsheet.
Please activate your account and set your Proboards display name so that other GMs know who you are when you post or send messages.... Click on "Profile" on the Main Menu Bar, click on "Modify Profile", enter your team name into "Display Name", enter your password (again), and press "Modify Profile" at the bottom.
During the off-season things slow down but don't completely stop. Check in occasionally between the Super Bowl and the real NFL draft. Trading resumes each February so you should at least occasionally check to see if you have a trade offer in your inbox.
Final Notes:
These Rules have attempted to cover every possible scenario, but occasionally something new comes up. In that case, the Commissioner will make the final ruling.
This shouldn't have to be said, but GMs may own one and only one team, and must have their own unique home Internet Connection and IP address. If a member is caught with multiple IDs, they will immediately be banned from the league.
